The current head of the Public Procurement Agency (PPA), Viorel Moşneaga, was on the register of National Anticorruption Center after the publication of an investigation conducted by Ziarul de Garda and the Center for Investigative Journalism. According to the investigation, the company Aldos Grup SRL associated with Moşneaga family (sister-founder) had won the tender of  public authorities worth 35 million lei. A few operators who participated in the same auctions made a complaint, but the Agency rejected it. The investigation also revealed that business partners of Moşneaga family also obtained important contracts in public auctions.

Viorel Moşneaga became director of PPA in April 2015. Previously, he worked at the Department of national economy finance, capital expenditure and public procurement in the Ministry of Finance (MoF). However, during his work the contracts of Aldos Grup with public authorities was much smaller, as well as the amounts of these contracts.

According to ZDG investigation, the National Integrity Commission detected several irregularities in Moşneaga income declaration, but the cause was closed after Moşneaga corrected mistakes in 2014. According to the declaration, the Moşneaga family hold 46 ha of agricultural land with a cadastral value of about half million; 3-room apartment in Chisinau, two cars about 200 thousand lei. The head of acquisitions wage income amounted to 90 thousand lei. Additionaly he get 85 thousand lei working as state representative in three joint stock companies.

Head of procurement said for ZDG that he did not know details about the company Aldos Grup and denied being influenced in any way the determination of appeals filed by companies participating in tenders with Aldos Grup. Currently, National Anticorruption Center conduct investigations on this case and will decide on initiating criminal prosecution, if the facts of the investigation ZDG and ICJ will be confirmed.
