airmarc.jpgThe National Anticorruption Center (NAC) has published on March 25 an operational analysis, considering the activity of the Free International Airport Marculesti (FIAM) in 2009-2015, carried out in order to identify the possible violations and risk factors of corruption in the management of the airport.

NAC has found a significant reduction in the economic and financial activity of the enterprise in the last five years.

Since the establishment of a free economic zone, the airport received as residents many companies: SRL «MSC - Basa Consnav», SRL «Aeroport Service», I.C.S. «AIM Helicopter Plant» SRL, «AIM Handling» SRL, «Compania Aeriana AIM AIR» SRL. Some of these companies-residents have as employees and founders the family members of the airport managers.

In addition, since September 2012, 84% of the airport buildings were in usage of these companies in form of leases.

The lease of the airport buildings led to a sharp reduction in the growth of its earnings and to increasing of the income of companies- residents. The profit of the airport in 2012 by discreased by 62.2% than in 2009, when the buildings were used by the airport. In the next 2 years (2013-2014), the company fixed financial losses too.

The lack of profits appeared because the rent of buildings was offered at the lowest price stipulated by law.

A company of the nephew of airport director

The National Anticorruption Center has discovered that the company MSC - Basa Consnav was founded by the nephew of director of the Free International Airport Marculesti. By 2015, the firm received in rent 4.2596 hectares of land and 1091.5 sq. meters of space at the price of 66 446 lei per year (156 lei per are and 60.8 lei per square meter).

The company was registered in 2003 in the village Lunga of Floresti district in the name of Victor Munteanu. He received resident status of FIAM in 2009.

A company of the daughter-in-law of airport deputy director

Another beneficiary was the company of the daughter-in-law of airport deputy director– the firm SRL Airport Service, which in the period 2014-2015 has concluded contracts with the Free International Airport Marculesti for the provision of transport services and transport units for rent.

Shipments totaled 49 715 lei, and purchases – 523 317 lei.

The company was registered in July 2013, and a month later became a resident of the free economic zone of FIAM. The company was registered in the same place as the MSC - Basa Consnav, in the name of Alla Matsko.

A company of the mother-in-law of airport deputy director

The company, founded by the mother-in-law of airport deputy director – firm «L. Mighic», collaborated with the FIAM in 2010-2015. The result is an amount of rent about 3.3 million lei and purchases of about 5.1 million lei. The company was registered in 1998, in the Floresti district in the name of Mighic Lyudmila.

A company of the father-in-law of airport deputy director

One of the firms founded by the father-in-law of airport deputy director - SRL AIM Handling received in rent 5.5094 hectares of land and 5053.2 sq. meters of space at the price of 278 803 lei per year (506 lei per are and 55 lei per square meter), some of these objects are now being used by firm.

The company has also concluded a contract for the provision of repair and lease of aircraft equipment to economic agents and services for recovery of the airport.

Both companies MSC - Basa Consnav and Aeroport Service were registered in the village Lunga of the Floresti district. The first company was registered in 2009 (4 months later it became a resident) in the name of Victor Mighic, the second in 2006 in the name of Oleg Koroi.

The companies of the director’s son

The co-founder of another company-beneficiary was the son of director of the airport. The company received in rent 29.8129 hectares of land and 8482.1 sq. meters of space at the price of 460 220 lei per year (or 154 lei per are and 54 lei per square meter).

The company also has rented a car Skoda Octavia at the airport and truck Iveco Daily 50C15 for 1 000 lei for each. In 2014, the abovementioned company's revenues have exceeded tens of millions of lei.

Another firm founded be the director’s son and headed by the wife of the first deputy director, now an airport representative at government, received in rent 7.4283 hectares of land and 350.7 sq. meters of space at the price of 33 608 lei per year (or 45 lei per are and 95 lei per square meter).

Conclusions of the National Anticorruption Center

NAC has established that during the 2009-2015, the management of the International Airport Marculesti was ineffective, that led to a significant reduction in the financial and economic results.

During the operational analysis, NAC initiated checks of actions committed by decision-makers at the Free International Airport Marculesti in the framework of a penal case.

In addition, the National Commission for Integrity found violations of the legal regime of conflict of interests at the airport.
