Was born on July 15, 1966 in Atyrau, Kazakhstan. Studied at Atyrau Oil and Gas Institute. Was awarded by the order "Kurmet", an Honorary Diploma of the President of RK, a medal "Atameken".
In the period from 1998 to 2002 he was the official representative of the "KazakhOil" in JS «Atyrau Refinery». In 2002 – 2003 performed the dutes of an inspector at the president of JS "Atyrau Refinery", and in 2003 became deputy CEO of the company JS "KazMunayGas".
From April to July 2004 he worked in the position of the Commercial Director and later as CEO of «Atyrau Refinery» (from 2004 to 2012).
In December 2012 he became CEO of «Batumi Industrial Holdings Ltd.» (a subsidiary of "KazTransOil", which, in turn, is a subsidiary of the state enterprise "KazMunayGas"). The company owns the seaport and an oil terminal in Batumi, Georgia.
In March 2015 the Tbilisi Court of Judiciary received claims of several shipping companies and arested the property of the Georgian subsidiary of JS "KazTransOil" to further clarification the circumstances. The company was accused of monopoly over-pricing of the services provided for transportation of oil.
On March 10, 2015 Talgat Baitaziyev was appointed a CEO of the Moldavian Metallurgical Plant (MMP), located in Transnistria. According to some sources, Baitaziyev was invited to become a CEO of MMP personally by the President of Transnistria Yevgeny Shevchuk and subsequently siphoned off from the financial turn-round an amount of over $ 50 million.
In crime rings Talgat Baitaziyev is known as a "financier" of a criminal group from Dnepropetrovsk.
