Anticorruption Prosecutor's Office submitted a request to the leadership of Chisinau Apa-Canal demanding temporary suspension from office of the Technical Director and Head of Economic Analysis and Price Policy Department, both accused of abuse of office, committed by complicity.
According to the prosecutors, illegalities were committed in the period of 2013-2015, when one of the accused was president, and his accomplice was member of the Commission to organize and conduct tenders for purchasing of goods, works and services in Chisinau Apa-Canal.
Thus, the defendants acted in collusion with the general director of the enterprise in order to favor a particular economic agent and bought from it, at a premium, goods for the needs of the enterprise. According to law enforcers, the favored company belonged to the daughter of the general director of Chisinau Apa-Canal.
Therefore, in absence of real competition, miming the conduct of tenders with the participation of the company, led or founded by the daughter of the general director, the accused voted to designate the company in question the winner of the tenders and concluded contracts with it, damaging the institution's budget with more than two million lei.
Prosecutors find necessary the temporary suspension from office of the accused to avoid obstructing the prosecution, influencing people, or destroying evidence in the case.
Immediately after the initiation of criminal investigations, the general director of Chisinau Apa-Canal left the service, so now, he is investigated in the same criminal case with his former subordinates.
For this offense the criminal law stipulates a fine of up to 2350 conventional units (117 500 lei) or imprisonment up to 6 years, in both cases with the deprivation of the right to occupy certain positions, or to practice certain activities for a period of 5 years at most.
