Chairman of Dubasari District, Grigore Policinschi will face the court. He is charged with abuse of office and exceeding his powers, as well as failure to perform his duties. By decisions taken contrary to the law, the state dignitary prejudiced the budget of the Dubasari district council by about 1.5 million lei.
According to the prosecutors, Policinschi does not acknowledge his guilt and pleads innocent.
The public servant is accused of having issued unlawful decisions to delegate the employees of the Dubasari district council on official business trips abroad.
Also, the district chairman illegally contracted purchase of legal assistance services. Policinschi violated the state secret law, by giving access to his subordinate officials to secret information, paying them salary bonuses for this purpose.
Prosecutors also accuse the official of rigging public auctions and giving unjustified salary bonuses and gifts to his subordinates. The official also allocated undue material aid from the Council's reserve fund to various people.
According to the Moldova Curata portal, a criminal case was previously filed against Policinschi for mismanagement of public money after the Court of Auditors found, following an audit in 2011, that he had unjustifiably spent money from the district budget by engaging an additional 50 people contrary to the rules prescribed by the Government. Thus, an additional 1.2 million lei were spent.
At the same time, in 2014, Grigore Policinschi hired his daughter, Ana, as a legal specialist of the Dubasari District Council.
Grigore Policinschi was detained by the Anticorruption Prosecutors on the evening of September 26, 2017, at the Chisinau International Airport.
For his actions in the period 2014-2016, Policinschi risks up to 16 years of imprisonment, with the deprivation of the right to hold public office for up to 15 years.
Grigore Policinschi heads the Dubasari district since 2003, being elected on the CPRM lists. According to the media, Policinschi, who was known as a close relative of Vladimir Voronin, has lately started to detach himself from the party and "flirt" with the SPRM. Incidentally or not, after the detention of the civil servant, the head of the state, Igor Dodon, who wrote that "the prosecution against Policinschi is artificial and politically subordinate, came to defend him."
A group of elected representatives from the Dubasari district council also pronounced for the release of Policinschi.
