The raider attack of the «Ankir» factory in Moldova may enter the textbooks of the most effective corruption schemes with the participation of the state and the mafia.
The way a prosperous factory for the production of bricks in Moldova was eliminated can become a reference of corruption schemes with a goal to capture someone else's enterprise though a liquidation or misappropriation.
The plant liquidation process endured 6 years and is not finished yet. The company's management turned out to be resistant and made its story known, a one repeating the sad stories of many other enterprises of Moldova in recent years.
So, there is a play about how a fruitful plant run down and was in fact destroyed by the main opponent– «Macon».
The main characters:
Nikolae Indoitu- main shareholder of the brick factory «Ankir», located in the Kirka village, district Anenii Noi
Aggressor- a representative of a competing company «Macon»
Eugene Rusu- former Deputy General Prosecutor
Alexander Gusev- the head of state enterprise «Moldova Gaz»
Nikolae Barbeskumpe- the head of enterprise «Ialoveni-Gaz», a friend of Alexander Gusev
Ion Prisakaru- head of the Tax Service
Sergiu Selivestru- an employee of the Tax Service, a close relative of Ion Prisakaru
Irina Selivestru- lawyer at «Moldova Gaz», the insolvency administrator, a close relative of Ion Prisakaru
Ion Kucheryavyy– represents the interests of the company «Macon»
Kyril Gaburich- Prime Minister
Nina Chernat- Judge of the Appeals Court of Chisinau
In 2010 the aggressor came to the owner of the company «Ankir» and required 50% of the company. Nikolae Indoitu refused the aggressor and got in the «disfavor». As a result a corruption scheme was launched and at the beginning former Deputy General Prosecutor Eugene Rusu sent letters to state authorities to conduct checks in the company. After he organized a raider group and even arrived himself at the plant and did not hide the state car numbers.
The aggressor decided to block the activity of the plant, push it into debt and eliminate soon. The head of the company «Moldova Gaz» Alexander Gusev, being a monopoly at the natural gas market, stopped the gas supply to the plant. The plant couldn't work and lost a number of contracts. The moldavian «Barbarossa» plan, however, turned out to be unsuccessful because the «Ankir» filed a complaint to the National Agency for Energy Regulation and «Moldova Gaz» was obliged to continue the supply of gas. Aleksandr Gusev, however, didn't hurry to carry out instructions.
The factory accumulated debts, including to «Moldova Gaz» and «Banca de Economii», from which it received a credit for the modernization of equipment. The aggressor started the liquidation of the plant.
The aggressor ordered a raider attack and asked Gusev to contribute at the recognition of the company's insolvency. Gusev instructed Nikolae Barbeskumpe, a head of «Ialoveni-Gas» and connected with the head of Tax Service Ion Prisakaru. Prisakaru together with Sergiu Selivestru eliminated the factory owners. The plant control was passed to outsiders (or not)– Irina Selivestru and Nikolae Barbeskumpe. They had to develop a set of measures to restore the plant, however, they decided to sell it at the price of 3 million lei, whenever its real value was more than 10 million. Anyway the owners of the company prevented the sale of the plant. The aggressor launched an alternative scenario.
The alternative scenario
Ion Kucheryavyy was appointed a manager of the plant after Irina Selivestru and Nikolae Barbeskumpe. He had the interests of a peer company, and was to eliminate the «Ankir» and capture the mine of fresh raw materials. He began to «kill» the plant: removed the equipment (50 units) destroying the building and caused a damage to the company of 21 million lei. Later he was involved in a criminal case over theft and forgery, but remained unpunished.
The total losses of the company in 2014 were about 285 million lei.
The employees of the plant did not dispaire and managed to restore partially the control of the enterprise and to oblige the «Moldova Gaz» to continue the supply of gas by protests and numerous complaints. The aggressor hoped, however, that the company that accumulated excessive debts would bankrupt, but 200 factory workers, headed by Nikolae Indoitu set hands to the plough and just in three months increased their production so that they could pay off a big part of debt.
The aggressor started again to attack and facilitated the organization of numerous inspections and searches of authorities without permissions for that and said them to find documents that had nothing to do with their activities: Tax Service, Ministry of Finance, the Prosecutor's Office, the Police, etc. «Moldova Gas» after 3 months stopped again the supply of gas without any reasons. The National Agency for Energy Regulation obliged again the «Moldova Gaz» to continue the supply of gas after an appeal, but the order was not executed on time.
In May 2015 the factory started to work again and payed off all debts. After a while it remained again without gas, but this time with a «battle». The persons that came to stop the gas met the factory workers and turned off the gas in the nearby villages. The number of victims of the "state mafia" steadily increased.
For the first time since the scandal became public the Prime Minister Cyril Gaburici decided to take measures to help the plant. So, the gas supply was restored, but not for long time. The movies of the «last attack» of the aggressor hit the Internet. We can clearly see that a group of criminals act toghether with officials, representatives of the Police, the representatives of "Moldova Gaz" and even of the firm «Macon». They try to enter the plant and beat the workers and the main shareholder of the company .
It was the last day of the plant, when 200 workers were trying to withstand an attack of raiders.
The resolutuion of the story got on– a corrupt judge from the capital Nina Chernat illegaly decided to eliminate the plant. None of the owners or management of the plant had been invited to the juridical trial. However, the employees of the plant appealed the decision and Chernat was forced to challenge the case. Unfortunately she passed the control of the plant to the competing company «Macon». At the moment the new management organized several illegal meetings protected by the police to sell the plant.
The workers of «Ankir» are true «heroes of our time», that continue to fight for the plant and sincerely hope that the new government will stop the arbitrariness and they wont have to leave their families and go abroad between jobs.
