A “self-willed” initiative, lack of the unitary procedure for examination of the appeals, a poor alertness, lack of attention to vulnerable aspects of the organization activity– all these is only a part of factors, that can cause corruption in the National Council for Disability and Work Capacity (NDWC). It’s highlighted in the report of the National Anticorruption Center (NAC).
At the same time the NAC officers set that the legislative for the determination of the disability and work capacity isn’t clear and this allows the members of the councils to take self-sustained decisions in the procedure for determination of the disability and work capacity.
The NAC officers also detected that there is no a Regulation of the activity of territorial and specialized councils, and no Regulation about the right of vote, unitary criteria for the determination of the disability and work capacity.
The experts noticed that the level of the competence of the workers regarding to the ethics and juridical rules for the rewards and violations is very low.
