After a preliminary investigation the National Anticoruption Center decided not to commence a criminal case over the head of the Public Procurement Agency (PPA) Viorel Moshneaga.
NAC officers could not find evidence pieces to prove the involvement of Moshneaga in the procurement of a company associated with his sister («Aldos Grup»).
NAC explains that the PPA is not designating the winners of tenders. According to officers, the increasing amounts of «Aldos Grup» contracts aren’t related to the position of Viorel Moshneaga but to the increase of the planned budgetary amounts for purchases. Also officers didn't find any violations in the terms of tender.
NAC preliminary investigation could not establish any link between the businessman Ion Avram (director of a company that have won tens of millions at public tenders) and the head of PPA. Those 24 million lei, obtained by the Avram company for repair works of roads in several districts can be explained by the small number of operators that perform such work.
Based on this materials, the NAC will end the prosecution of Moshneaga.
