The former head of the prison № 5 of Cahul, Alexandru Malina and his lawyer Andrei Dunas were detained by the National Anticorruption Center. They are suspected of abuse of power and bribery in especially large amounts. They were arrested for 72 hours, before the Court of Appeals, where the former head of the prison was at another hearing, sentenced for torture.
According to a press release from the National Antiсorruption Center, the investigators found that during 2014-2016 period, the suspect allegedly asked from the mother of a prisoner enormous amounts of money. In exchange for money, he promised to release her son prematurely.
According to the informer, the accused man with another person claimed that they could get special medical certificate from the prison medical commission testifying a serious illness, which would mean prisoner’s premature release. The criminal case is investigated by the Anticorruption Prosecutor's Office.
In April 2014, the former head of the prison was sentenced by the Military Court in a case of torture.
According to the Ziarul Timpul, Malina, along with the chief of supervision, prison’s security chief, two officers and two guards tortured three prisoners, two of them were minors. About the torturing told the father of one of the minors.
Learning about the complaint to the Prosecutor’s Office, Malina urged the prisoners to change their testimonies and threatened them with a physical altercation. Those three prisoners who had suffered from the tortures were transferred to other prisons.
According to the AnticoruptieMD, after the investigation Alexander Malina was retired and hired at a security agency.
The court’s sentence was challenged in the Court of Appeals of Chisinau. Malina can be jailed for 10 years with deprivation of a right to be an official for 5 years.
