On Tuesday, prosecutors of the National Anticorruption Directorate (DNA) sent to court the criminal case of the Police Commissioner of Piatra Neamt, Viorel Andronic. He is accused of 11 cases of passive bribery. Andronic has been remanded in custody, awaiting trial.
He is investigated along with other agents of the Police Department of Piatra Neamt, all of them being held in custody: Ciolpan Iulian, Greaca Marius Laurentiu, Miziligeanu Bogdan Eugen, Covasan Dragomir Loredan, Neamtu Constantin, Berbec Ionut Alexandru. They are accused of bribery and forgery, along with the commissioner Andronic.
DNA prosecutors sent for judicial review the cases of Galusca Ioan Alexandru, Inimosu Botca Ioan, Munteanu Marius Ioan, Popescu Ionut, Chifu Vasile Lucian, and Zaharia Adrian Ovidiu accused of bribery. Other 53 defendants were prosecuted at large on charges of bribery and complicity to forgery.
Anticorruption prosecutors said that during the period of 22 April to 18 May 2016, the above-mentioned police officers had been appointed to carry out activities to prevent road incidents, caused by speeding. Only that they made a habit of asking from the drivers money to oversee their violations of the law. According to the information gathered by investigators, police officers demanded amounts between 50 lei and 400 lei, and in that period they managed to accumulate 12 980 lei and 40 euros.
"The defendants Ciolpan Iulian, Greaca Marius Laurentiu, Covasan Dragomir Loredan and Berbec Ionut Alexandru falsified the enforcement protocols, documenting improper facts in them and recording speeds lower than those observed, thus reducing the amount of the fines, or documenting other offences than the actual offense detected.
On 25 and 29 April 2016, the defendants Greaca Marius-Laurentiu and Neamtu Constantin promised and delivered some of the amounts of money, received as bribes from drivers, to the defendant Andronic Viorel in connection with his duties to coordinate and control the activities of the agents serving in the Road Traffic Bureau.
The criminal investigation provided for the seizure of money, found in the defendants' homes Viorel Andronic (245 euros) and Iulian Ciolpan (1,800 lei and 530 euros) to ensure a special confiscation," DNA prosecutors state in a press release.
The case of the hotbed of corruption in Piatra Neamt Police Department will be tried by the Bacau Court of Appeal.
