The government approved in its meeting on Thursday, December 1, the "Action Plan for 2016-2018 on the implementation of public administration reform strategy".
According to the document, the number of ministries and positions will be optimized and public services will become more accessible to citizens. Also, special attention will be paid to digitalization of public services. Moreover, a Prime Minister’s control body will be established and a mechanism to ensure transparency in the state-owned economic entities will be institutionalized.
According to the authors of the document, the measures included in the Plan should make accountable the public administration, including in the process of drafting and coordination of policy documents to ensure the modernization of public services and effective management of finances and strengthen the skills of civil servants.
In the same session, the Government approved the "Open Government Action Plan for 2016 - 2018". According to the document, in this period Moldova will concentrate its efforts on strengthening public integrity, efficient resource management and improving the quality of public services, etc.
The document obliges the authorities to take measures to increase budget transparency and public procurement, ensure participatory decision-making and citizens’ involvement in developing policy documents. Additionally, public institutions will need to improve access to public information. The document also aims to streamline the process of monitoring the accountability of public authorities and public sector employees.
